FLCL was a high-budget OVA handled by a studio of long-time pros.
Most of the anime for TV was low-budget shit that got even less budget when the suits upstairs
thought that digital coloring meant they would reduce their staffs.
This backfired and it took a long time for them to get the manpower back and getting directors
who knew how to handle digital coloring as more that the paint bucket tool.
